Fire Incident Response Simulator (FIRS)

FIRS is a computer simulation model that accurately mimics a Fire & Rescue Service’s frontline incident response operations. Its purpose is to test changes to fire cover that might be considered as part of a risk review or fire cover review. It can be used to evaluate scenarios such as:

  • Station closure / merger
  • New crewing systems (e.g. day crewing)
  • Use of alternative response vehicles (e.g. combined aerial ladder platform, fast response vehicles)
  • Changes in demand and introduction of new services such as co-responding
  • Changing demographics

FIRS is underpinned by travel matrices between your incident locations and mobilising locations. These are generated by our Facility Location Planner software, using HERE data, and refined to take into account actual travel times experienced by your fire and rescue appliances.

Scenario modelling in Mid and West Wales

Mid and West Wales Fire and Rescue Service has used FIRS to underpin its phased Risk Review. The risk review is being delivered in tandem with a Strategic Assessment which identifies external factors such as planned development and growth that might affect the service. Initial work with  FIRS has focussed on evaluating options around crewing and fire station location, providing efficiency opportunities without detrimental impact on timeliness of response.
