Simultaneous Incident Deployment Analyser

SIDA is a computer simulation model that uses historical deployment data to understand the likelihood of the number of deployed resources reaching critical levels. It is particularly helpful in emergency response environments where the overall resource utilisation is low but where the simultaneous occurrence of major incidents can occasionally result in spikes in resource utilisation. Examples include:

  • Police armed response, where thankfully the utilisation of resources in their specialist skill tends to be low
  • Fire and rescue services where in order to provide geographic cover, overall utilisation is low but where major incidents can require multiple appliance deployment for protracted periods

SIDA is designed to be used in conjunction with the Fire Incident Response Simulator which can accurately predict the response performance when a fire and rescue service is operating in ‘spate conditions’ or when simultaneous occurrence of major incidents has occurred.


  • Provides confidence in the ability of changed fire cover to deal with demand spikes
  • Improves organisational resilience and facilitates development of contingency plans
  • Allows organisations to optimise budgets for ‘business as usual’ whilst retaining capacity to deal with foreseeable but rare occurences

Rural fire services

SIDA was used recently in a rural fire and rescue service considering a range of options for changing fire cover in response to future potential funding scenarios. SIDA was used to show that even if all the proposed changes were met, the fire service would have had sufficient appliances to handle peak demand in the last 5 years whilst still able to provide a minimum level of geographic cover across the service.
